A sweeper and a scrubber will handle the open floor. What they cannot do is get into a bin bay, up a kerb, under a dock leveller or into the corner where the bins have been sitting for three years. That is pressure-cleaning work.
These are also the areas that decide what a visitor thinks of the site. Bin rooms, entry aprons and dock faces carry organic staining and grease that sit below the surface, and only water at pressure — with the right nozzle and, where needed, a pre-treatment — will shift them.

It depends on the surface and what is on it. For most external hardstand the run-off goes to the site’s existing drainage; where there is oil, grease or food waste involved we will talk through containment before the job rather than after.
They are different tools. Scrubbing is for large flat sealed floors and leaves them dry; pressure cleaning is for smaller, dirtier, more awkward areas where you need force rather than coverage. Most sites need a bit of both.
